Please note that access control is multi-stage:
IP addresses to listen to are determined by 
--listen-to (see also /etc/sysconfig/dictd),
and allow/deny directives are used only at 
the higher level.
you can also use "control dictd" to change 
primary access mode to "local" or "server".

Если Вам необходимо, чтобы dictd слушал внешние сетевые интерфейсы, 
с версии dictd-1.9.15-alt3 необходимо сделать 

# control dictd server

По умолчанию dictd слушает только localhost, т. е. находится в режиме 
local.
