so we override this dep from rpm-build-python*. (Useful for bootstrap.)

to fool the checking mechanism. (People declare that they use "setuptools",
but actually they often just use pkg_resources. They shouldn't get an error.
In future, we could patch their requires.txt.) - Requires: python*-dev (for commands for binary builds to work
always)
